Heroic deeds are special achievements within the game. You can unlock them by performing whatever deed is listed as condition and you gain the listed bonuses as a reward. The effect is tied to your Account, meaning the bonuses will apply to all of your characters.
Note that some deeds can only be performed with a specific character class and the rewards tied to these will only apply to your other characters if they also have the same class.
